What the message means
Your invoice names a delivery address, but without a city. The delivery address is optional in XRechnung; once you give it, however, it must be complete, with city, post code and country. A half address would mislead the recipient, so the invoice is rejected. You have two ways: complete the address, or leave the whole group out if the goods went to the invoice address.
How to fix it
Add the city of the delivery address: in UBL cbc:CityName under cac:Delivery/cac:DeliveryLocation/cac:Address, in CII ram:CityName in the PostalTradeAddress of the ShipToTradeParty. Alternatively remove the delivery address entirely when it adds nothing.

Do I have to give a delivery address at all?
No. BG-15 is optional. The rule applies only when the group is present; then the city must be in it.
Is the delivery date enough without an address?
Yes. The delivery date stands outside the address group and can be given alone without triggering BR-DE-10.

- The software always writes the delivery group, even when only the street is known.
- The delivery address was taken from the order, where the city stood in a free-text field.
- A placeholder for the delivery address was left in the template.
