ErrorXRechnung business rule (KoSIT)
Official message
[BR-DE-CVD-02] Das Element "Tender or lot reference" (BT-17) muss übermittelt werden.Source: KoSIT XRechnung, version 3.0.2 (Schematron 2.6.0)
How to fix it
Enter the tender or lot reference: in UBL cac:OriginatorDocumentReference/cbc:ID, in CII ram:AdditionalReferencedDocument with ram:TypeCode 50 and ram:IssuerAssignedID in the ApplicableHeaderTradeAgreement.
<cac:ContractDocumentReference>
<cbc:ID>CONTRACT-2025-0815</cbc:ID>
</cac:ContractDocumentReference><cac:OriginatorDocumentReference>
<cbc:ID>VG-2025-00042-LOT-2</cbc:ID>
</cac:OriginatorDocumentReference>
<cac:ContractDocumentReference>
<cbc:ID>CONTRACT-2025-0815</cbc:ID>
</cac:ContractDocumentReference>What the message means
In an invoice with the CVD extension for clean vehicles the number of the procurement procedure or of the lot is missing. Public bodies must document vehicle procurements under the German clean vehicles procurement act per procedure; the invoice supplies the reference for that. XRechnung therefore makes the field mandatory in this extension. The number stands in the contract notice or in the award letter you received.
Common causes
- The tender reference was not taken from the award letter into the order.
- The software does not know the field for the tender reference and leaves it out.
- Only the contract reference was captured, although both details are mandatory.
Frequently asked
What if the vehicle was procured without a tender procedure?
Then ask the public body which reference it expects; without a value in BT-17 an invoice with the CVD extension is invalid.
Why is the lot reference transmitted in CII as a document reference with type code 50?
CII has no element of its own for BT-17; the norm maps the tender reference to an additional document with the type code 50.
